On April 11, 2022, Council authorized the Department of Public Works (DPW) to initiate final engineering design for sidewalk on Courthouse Road, SW, from Maple Avenue to Locust Street.
On Nov. 14, 2022, Council authorized DPW to initiate final engineering design for sidewalk on the west side of Pleasant Street, NW, from Maple Avenue extending 200 feet north.
EXPLANATION AND SUMMARY:
Request:
DPW is seeking Town Council approval to award Invitation for Bid (IFB) 24-26 to Stonebridge Civil, LLC, in the amount of $591,962.50 for the construction of Robinson Trust Sidewalk Projects (RTSP) on Courthouse Road, SW, from Maple Avenue to Locust Street and on the west side of Pleasant Street, NW, from Maple Avenue extending 200 feet north. This amount includes the bid amount of $514,750.00 plus a 15% contingency of $77,212.50.
Discussion:
Bids were received from nine (9) vendors and Stonebridge Civil, LLC submitted the lowest bid in the amount of $514,750.00 and has been determined to be a responsive and responsible bidder that has met the IFB specifications.
The cost of each project, including bid amount plus 15% contingency are as follows:
• West side (odd numbered addresses) of Courthouse Road, SW, from Maple Avenue to Locust Street and including the east side of Courthouse Road from Locust Street to 300 feet south: $445,161.55
• West side of Pleasant Street, NW, from Maple Avenue to 200 feet west: $146,800.95.
The Courthouse Road, SW, project includes 900 linear feet of concrete sidewalk, 205 square yards of concrete driveway entrance, five square yards of curb ramp, 251 tons of asphalt paving, 27 linear feet of reinforced concrete retaining wall with brick-facing, and miscellaneous and related items.
The Pleasant Street, NW, project includes 200 linear feet of concrete sidewalk, 65 square yards of concrete driveway entrance, one square yard of curb ramp, 46 tons of asphalt paving, 55 linear feet of reinforced concrete retaining wall with brick facing, and miscellaneous and related items.
Community Engagement:
DPW received approval from the Board of Architectural Review (BAR) on March 21, 2024, for the design of the reinforced concrete brick-faced retaining walls that are included in both projects.
DPW met with the property owners during the design of both projects.
Property owners and residents along both projects were notified of this Council meeting via a letter dated June 24, 2024.
Background:
Former Councilmember Maud Robinson, who passed away in March of 2019 just shy of her 97th birthday, left the bulk of her estate to the Town of Vienna for the specific purpose of building sidewalks, over a five-year period, in areas where they are not already planned or likely to be funded through grants or new construction.
Sidewalks are included in the Town Council’s Strategic Plan initiative for a safe and efficiently mobile community, included in the Pedestrian Master Plan vision for an integrated network of pedestrian routes, and included in the Comprehensive Plan for Transportation that advocates connecting and expanding the existing sidewalk network.
DPW believes that these projects are important to make Vienna a more walkable community and are important to expanding the sidewalk network that will link projects together and provide safe accessible routes. Additionally, these sidewalk projects will include ADA-accessible ramps and new crosswalks. The new sidewalks with these safety amenities will allow more people including those with mobility issues, those with strollers, and those who do not feel safe walking in the street to safely enjoy getting around town and reaching destinations.
Next Steps:
If approved by Council, award contract IFB 24-26 and initiate construction. Residents and property owners will be notified prior to construction activities.
Expected Completion Time Frame:
The projects are expected to start in August and will be completed by the fall of 2024.
