EXPLANATION AND SUMMARY

Request:

 

The Department of Public Works (DPW) requests that the Vienna Town Council authorize spending $363,500.00 with Sagres Construction Corporation for construction of a Robinson Trust Sidewalk Project on the south side (odd numbered addresses) of Kingsley Road, SE from De Sale Street to Park Street.

 

Discussion:

 

The Kingsley Road, SE, project is being completed as a missing-link sidewalk project to connect existing sidewalk on the south side of Kingsley near Park Street with the sidewalk on De Sale Street and the future sidewalk project on Kingsley Road from De Sale Street to Nutley Street that is being funded by a VDOT grant in 2025.  The Kingsley Road project includes 1,100 feet of concrete sidewalk, 1,100 feet of concrete curb and gutter, 20 square yards of ADA- (Americans with Disabilities Act) compliant curb ramps, 142 square yards of concrete driveway entrance, 217 tons of asphalt paving, and miscellaneous and related items. 

 

DPW requests authorization to utilize the On-Call Roadway Maintenance Contract Number IFB 24-12 in an amount not to exceed $363,500.  This amount includes 15% contingency for increased quantities and unforeseen conditions.  Funding for the project is from two funding sources:  $199,000 for construction of the new curb and gutter will be funded from the American Rescue Plan Act (ARPA) and $164,500 for the sidewalk portion of the project will be funded by the Robinson Trust.  

 

Community Engagement:

 

On Feb. 14, 2024, DPW hosted a public meeting where a detailed presentation of the design was provided, that initially included building a retaining wall for the sidewalk due to the steep slope and narrow width of the right of way between the street and the property line.  On March 4, residents who live on the south side of Kingsley Street submitted a signed petition to narrow the road in lieu of a retaining wall, and also petitioned the Town Council for their support at the March 4 Town Council meeting. 

 

DPW evaluated the request and hosted a second public meeting on April 24, 2024, to give the residents from the north side of the street who did not sign the petition an opportunity to provide feedback.  DPW recommended supporting the petition, no objections from residents or Town Council were received, and DPW proceeded with the final design to narrow the road. 

 

Property owners and residents along the project were notified via letter dated Aug. 26, 2024 that the request to award construction was being presented to the Vienna Town Council on Sept. 9, 2024.

 

Background:

 

Former Councilmember Maud Robinson, who passed away in March of 2019 just shy of her 97th birthday, left the bulk of her estate to the Town of Vienna for the specific purpose of building sidewalks, over a five-year period, in areas where they aren’t already planned or likely to be funded through grants or new construction.

 

Sidewalks are included in the Town Council’s strategic plan initiative for a safe and efficiently mobile community, included in the Pedestrian Master Plan vision for an integrated network of pedestrian routes, and included in the Comprehensive Plan for Transportation that advocates connecting and expanding the existing sidewalk network.

 

DPW believes that these projects are important to make Vienna a more walkable community and are important to expanding the sidewalk network that will link projects together and provide safe accessible routes.  Additionally, these sidewalk projects will include ADA-accessible ramps and new crosswalks.  The new sidewalks with these safety amenities will allow more citizens including those with mobility issues, those with strollers, and those who do not feel safe walking in the street to safely enjoy getting around town and reaching destinations.

 

Next Steps:

If Council approves the recommendation, DPW will issue a purchase order to Sagres Construction Corporation to initiate the construction.

 

Expected Completion Time Frame:

Project construction is expected to begin in September 2024, and to be completed by early November 2024.
