EXPLANATION AND SUMMARY:

The Department of Public Works (DPW) requests Town Council approval to award IFB 26-14 to Capital Global Explorer Inc. in the amount of $247,310 for the construction of the Town Hall Bathroom Renovation project, plus 25% contingency, for a total authorization of $309,138.

The Department of Public Works (DPW) requests Town Council approval to award IFB 26-14 to Capital Global Explorer Inc. in the amount of $247,310 for the construction of the Town Hall Bathroom Renovation project, plus 25% contingency, for a total authorization of $309,138.
Discussion:
The Town Hall has six restrooms, two on each floor, that are outdated and in poor condition after many years of use. This project will replace and update the existing fixtures and finishes to improve the quality of the building environment for residents, visitors, and employees. The restrooms will receive new tile flooring, wall tile, paint, ceiling tiles, sinks, faucets, toilets, partitions, other fixtures, and related mechanical, electrical, and plumbing work for these new items.
The restrooms will be renovated to building code and currently have an adequate quantity of toilets and sinks to meet code requirements. Additionally, the restrooms are compliant with the Americans with Disabilities Act (ADA) with the inclusion of the family restrooms on the first and second floors, please see sheet G00 of the Fairfax County approved/permit Construction Documents for more information (attachment 1). Therefore, the restrooms will not be reconfigured, and additional toilets and sinks are not being added, as expanding the size of the restrooms will require major building modifications.
Construction bids were received from six contractors and Capital Global Explorer submitted the lowest bid in the amount of $247,310 and has been determined to be a responsive and responsible bidder that has met the requirements of the IFB.
The contract duration is six months total, and only two restrooms will be renovated at the same time to maintain access to restroom facilities for building users. However, people will have to temporarily utilize a restroom on another floor while restrooms on their floor are temporarily closed and under construction. The contractor’s schedule and more details regarding the sequence and duration for each restroom will be available after the project is awarded. This information will be communicated to building users once it is available.
