Request approval of Memorandum of Understanding between Vienna Little League and Town of Vienna for use of Yeonas Park during the Fourth of July 2022 entertainment and fireworks show.

EXPLANATION AND SUMMARY:
For the past several years, the Town of Vienna has hosted its fourth of July festival and fireworks show at Southside Park. This year's event will be held Monday, July 4, with a rain date of Tuesday, July 5 (fireworks only). In order to adequately host the fireworks show at Southside Park, the Town is required to use Yeonas Park for spectator viewing. Michael Jreige, president of Vienna Little League, and the Board of Vienna Little League have given permission for the Town to continue using Yeonas Park for this purpose. The memorandum of understanding is attached.
The designated spectator areas at Yeonas Park will be open to the public no earlier than 3 p.m. and the parking lot will be closed no earlier than 12 noon on July 4. Music and entertainment will begin at 7 p.m. and continue until the fireworks display at 9:30 p.m. The Parks Maintenance Division will complete cleanup of Yeonas Park in time for the next day's activities. In addition, the Town will require the contracted fireworks company to provide a certificate of insurance naming Vienna Little League as additional insured for the duration of the event.

Town Attorney Recommendation: The Town has a longstanding relationship with Vienna Little League for the use of Yeonas Park as the July 4th festival and fireworks viewing area. The Town Council may approve the proposed MOU in its discretion.
