EXPLANATION AND SUMMARY

 

The Town has been working jointly with Fairfax County since 2018 to construct a new library with Town-dedicated parking spaces within a new parking garage at the Patrick Henry Library, 101 Maple Ave., East.  The Town has also won a grant from the Northern Virginia Transportation Authority (NVTA) for approximately 50% of the construction funding.

 

After the feasibility study was completed and presented to the Vienna Town Council, Town staff and County staff worked out a joint development and construction agreement, giving the Town an opportunity to approve and re-affirm participation at several points during the design and construction process.

 

The County presented the initial and evolving conceptual design at two Town Council meetings in 2022 (June 7th and September 9th) and at a Liberty Amendments Month presentation at the Community Center in 2023.

 

At the November 13, 2023 Town Council meeting, County staff and the architectural team from RRMM Architects will present the updated design, reflecting the end of the Development Design phase. The presentation document is Attachment 1.

 

The updated design includes how the County has incorporated the comments from both the Town Council and from the three work sessions that have been held with the Board of Architectural Review (BAR), as well as changes that resulted from the County’s required internal value engineering study. Staff notes from the last BAR work session, which was held on September 28, 2023, are provided as Attachment 2.

 

After the presentation, Council will have time for questions and discussion. The item will come back before Council on December 4, 2023, for a go-forward or terminate decision, which is an option at the end of the Design Development Phase, where we are now.

 

There are still milestones to hit in the approval process with the Planning Commission, Council and the BAR, and then the Town Council, regarding modifications to the site plan and the landscape plan.  If all those approvals proceed on time, the project will be bid out in the fall of 2024.

 

The presentation tonight is to give Council time to ask questions and digest the design changes before making the decision to continue or terminate participation on December 4, 2023.
