EXPLANATION AND SUMMARY

At the suggestion of the Town Attorney, the following individuals held a series of meetings in December 2022, January 2023 and February 2023 to discuss formalizing the Liberty Amendments Month (LAM) structure and necessary steps to ensure the program’s longevity and sustainability moving forward; Mayor Colbert, Councilmember Anderson, and Town staff (the Town Attorney, Town Manager, Parks and Recreation Director and Special Event Coordinator).  The group concluded that it was important to create and formalize purpose, origin and background statements for Liberty Amendments Month to ensure that future events and programs follow the original mission of LAM.  These statements have been written, reviewed and edited by Town staff and reviewed by the group referenced above and are contained in the attached document.

Furthermore, the group concluded it is important to capture the current organizational structure of the Liberty Amendments Month program in a formal document to be approved by the Vienna Town Council.  The attached document outlines the current organizational structure of LAM with the proposed addition of a Liaison Committee (consisting of the Mayor, Town Manager and Town Attorney).  The Liaison Committee will provide overall governance to the program and ensure that LAM events are consistent with the intents and purposes of Liberty Amendments Month.  The organizational structure document is attached for Council’s consideration and approval.

Town Attorney Recommendation:  The Town Council may approve or modify the proposed organization structure in its discretion.  The Town Attorney recommends that some organizational structure be approved as Town staff is currently tasked with coordinating events.
