EXPLANATION AND SUMMARY

Request:

 

The Department of Public Works (DPW) requests that the Council authorize the award of a purchase order for the construction of the ARPA funded Park Street, SE, sidewalk project in the amount of $568,707 to Sagres Construction Corporation utilizing the On-Call Roadway Maintenance Contract (IFB 24-12), plus a 15% contingency, for a total authorization of $654,013.

 

Discussion:

 

The Park Street, SE, sidewalk project will be located on the east side (even-numbered addresses) of Park Street, SE, from the W&OD Trail to Fardale Street, SE. 

 

The project includes approximately 3,500 feet of concrete sidewalk, 1,265 feet of concrete curb and gutter, 259 square feet of ADA- (Americans with Disabilities Act) compliant curb ramps, 300 square yards of concrete driveway entrance, 130 tons of asphalt paving, and miscellaneous and related items. 

 

The distance along Park Street, SE, from the W&OD Trail to Fardale Street, SE, is approximately one mile.  Within this length there is 3,500 feet of asphalt trail along most blocks, and there are several other blocks where there is concrete sidewalk.  The existing asphalt trail along Park Street is not a safe and accessible route.  The asphalt path in many locations is too narrow, the surface is uneven, and there are frequent maintenance issues.  DPW recommends replacing the existing asphalt path with an ADA-compliant concrete sidewalk.  There are several segments of concrete sidewalk within these limits where the existing concrete sidewalk will be preserved. 

 

The typical sidewalk section will be five feet wide (5’) with a two and one half-foot wide (2.5’) grass utility strip between the new sidewalk and the existing curb.  The grass utility strip will provide a buffer for pedestrians using the future sidewalk as well as a location to situate mailboxes, water meters, and utilities.  To mitigate impacts to existing trees, the sidewalk design width will be reduced and in various locations there will not be a grass buffer strip between the sidewalk and the curb.  Also, there are a few locations where an alternate semi-porous rubberized surface material will be utilized.

 

This is a lengthy project in an area where there are many existing trees.  Unfortunately, 18 trees in the 6-inch diameter to 18-inch diameter range, and 14 trees in the 18-inch to 30-inch diameter range cannot be preserved and must be removed.  Some of these existing trees are on private property.  DPW will work with homeowners to plant replacement trees.

 

Community Engagement:

 

DPW hosted a public meeting for the project on September 12, 2024, where a detailed presentation of the design was presented.

 

Project information is being provided in an article in the October edition of the Vienna Voice, a news release issued in September, and a video posted on YouTube and social media platforms.

 

Property owners and residents along the project were notified of this Council meeting via a letter dated October 7, 2024.  The general public was notified of this Council meeting via a news release and social media.

 

Background:

 

Sidewalks are included in the Town Council’s strategic plan initiative for a safe and efficiently mobile community, included in the Pedestrian Master Plan vision for an integrated network of pedestrian routes, and included in the Comprehensive Plan for Transportation that advocates connecting and expanding the existing sidewalk network.

 

These projects are important to achieve Town goals and make Vienna a more walkable community by expanding the sidewalk network that will link projects together and provide safe accessible routes.  Additionally, these sidewalk projects will include ADA-accessible ramps and new crosswalks.  The new sidewalks with these safety amenities will allow more citizens with mobility issues, strollers, safety concerns to safely enjoy getting around town and reaching destinations.

 

Next Steps:

If approved by Council, DPW will issue a Purchase Order to Sagres Construction Corporation to initiate the Construction.

 

Expected Completion Time Frame:

The project is expected to start construction in early 2025 and to be completed in summer of 2025.
