EXPLANATION AND SUMMARY

At the July 11, 2022 Town Council Conference Session, the Vienna Public Art Commission (VPAC) presented Council with a draft of a Vision for Public Art Master Plan.  This document was created to provide the information and strategies necessary to integrate public art into the Town’s planning and development objectives.  Public art is included in the Town’s Comprehensive Study and Strategic Master Plan.

 

Council provided the following remarks for edits to the draft master plan as follows with provided responses by VPAC.  The attached final draft of the master plan includes comment boxes to assist in referencing relevant text to council remarks. 

 

1) Recommend four commission members from Vienna rather than two - a majority of the seven members; VPAC response - this will have to come before Council at a later date for discussion and approval.

2) Funding approved by Council for Symphony Park installation will be available when economically feasible to complete project; VPAC response - this item was presented to Council at the Jan. 23, 2023, Council conference session.  Council wants to visit a park that has the equipment to assess the noise impact before approving the project.

3) Inflation has forced a refocus to less expensive projects; i.e. murals; VPAC response - this is addressed on page 33, #4.

4) Consider presentation of five top projects along with cost for each; VPAC response - this is addressed on page 33, #4.

5) Assure that proposed projects pass through Council prior to advancement to BAR; VPAC response - this is addressed on page 33, #4.

6) Consider adding a process flow chart for clarity; VPAC response - this is addressed on page 33, #4.

7) Assure that document language agrees with Council/Town goals; VPAC response - this is addressed on page 1.

8) Address issue of public vs. private art; Art on commercial property but viewable by public should involve VPAC; VPAC response - this is addressed in on page 1 and page 3.

9) Consider commitment to public art as part of building application; Include public art in initial development plans; VPAC response - this is addressed on page 4 and page 5.

10) Must decide if Council, BAR or VPAC is granted artistic license; Consider ordinance to grant VPAC greater role in public sphere; VPAC response - this is addressed on page 33 but should be discussed with the Board of Architectural Review.

11) Consider issuing art installation upkeep responsibility; VPAC response - this is addressed on page 3 and page 4.

12) Art drives economic development; public art provides a means for capturing potential shoppers who travel along Maple Avenue daily; VPAC response - this is address on page 33, #3.

13) Code Create provides a potential avenue for incentivizing private sector to support and increase public art; VPAC response - this is addressed on page 4 last bullet and page 33 in the last paragraph.
