Award IFB 22-06 for the Provision and Installation of Water Mains - As Needed to Crown Construction Service, Inc. and approval for spending $1,000,000 for water main improvements within the Town's service area

EXPLANATION AND SUMMARY:
On Nov. 17, 2021, the Town's purchasing agent opened bids for IFB 22-06 Provision and Installation of Water Mains - As Needed, with six firms responding. Crown Construction Service, Inc. submitted the low bid of $2,271,937 and has been deemed the lowest responsive and responsible bidder. This is an on-call unit price contract and therefore can award an amount less than the total bid.
At this time, in conjunction with the contract approval, the Department of Public Works requests approval for spending $1,000,000 to utilize IFB 22-06 Provision and Installation of Water Mains - As Needed for improvements throughout the Town's service area. Improvements will consist of new water meter installation, repairs to aging infrastructure, and provisions to increase the Town's water system functionality. Improvements will be prioritized based on water main break data and in coordination with concurrent Town projects. Specific project locations, selected from those on the attached list, will be posted to the Town website, and all impacted customers will receive notification with additional information and points of contact prior to the start of construction. Funds will come from the 2020 CIP Bond. Previous projects completed using 2020 CIP Bond funding are also included in the attached list.

Departmental Recommendation: Award IFB 22-06 for the Provision and Installation of Water Mains - As Needed to Crown Construction Service, Inc. and approve spending in the amount of $1,000,000 for water main improvements within the Town's service area.

Town Attorney Recommendation: The Town may award the proposed water main contract to the lowest responsive and responsible bidder in the discretion of the Town Council.
