On March 18, 2024, Council approved allocating ARPA funding for this project.
EXPLANATION AND SUMMARY:
The Department of Public Works (DPW) requests that the Town Council authorize a Purchase Order in the amount of $615,915 with Sagres Construction Corporation utilizing the On-Call Roadway Maintenance Contract (IFB 24-12) for the construction of crosswalks with asphalt stamped brick patterns at two intersections, plus a 20% contingency, for a total authorization of $739,100. As some other ARPA project final costs have come in higher than estimated, this project will be partially funded by ARPA and partially funded by CIP.
This project will remove existing brick paver crosswalks at two intersections and replace them with stamped brick pattern asphalt crosswalks. The intersections are as follows:
- Maple Ave. and East St.
- Maple Ave. and Lawyers Rd. NW/Courthouse Rd. SW
The existing brick paver crosswalks at these locations are deteriorating, causing instability of the brick courses. This has resulted in poor roadway conditions and hazardous crossings for pedestrians and vehicles due to rutting, asphalt patches, and uneven surfaces. The crosswalks will be replaced with asphalt pavement featuring a stamped brick basketweave pattern that will mimic the original aesthetic look of traditional brick crosswalks, as seen at the Church and Mill St intersection near the Town Green. The asphalt pavement will provide a uniform roadway surface for both transportation and maintenance purposes, compared to the existing transition from asphalt to brick surrounded by concrete within each intersection.
The project also includes ADA compliant curb ramps leading to each crossing, mill and overlay of each intersection, and traffic markings.
Community Engagement:
Residents will be notified of the project, traffic impacts, work hours, and schedule via all appropriate media outlets prior to construction, which is expected to start in the spring of 2025 and completed outside of normal working hours to mitigate traffic disruptions.
NEXT STEPS:
If approved by Council, DPW will issue a Purchase Order to Sagres Construction Corporation to initiate construction.
ANTICIPATED COMPLETION TIME FRAME:
Construction is expected to start in the spring of 2025 with completion by the end of the CY.

Town Manager's Recommendation: I recommend the Town Council approve spending with Sagres Construction Corporation for the construction of two crosswalks on Maple Avenue at the intersection of East Street and Lawyers/Courthouse, as presented.
