Award Church Street NE Sidewalk Extension IFB 19-08

EXPLANATION AND SUMMARY:
On April 17, 2017, Town Council authorized design of the section of sidewalk on Church Street NE between 344 Church Street NE and Glyndon Street NE. The project is now ready for construction and the sidewalk will be built within the existing right of way and all necessary rights of entry have been obtained for this project.
The Purchasing Agent issued IFB 19-08 and bids were received from eight (8) vendors. The results of the bids are detailed on the Bid Tabulation, attached. The vendor with the initial low bid, US Concrete and Paving, did not meet the requirements of the IFB specifications that required the Contractor to be Prequalified with the Virginia Department of Transportation (VDOT). That bid was rejected. The second lowest bidder was Ashburn Contracting Corporation, and was then determined to be the lowest bid with a total amount of $307,304.40, and has been determined to be a responsive and responsible bidder. This project is funded 50% from local NVTA funds and 50% from VDOT revenue sharing.
At this time the Department of Public Works requests awarding IFB 19-08 to Ashburn Contracting Corporation in the amount of $338,035 (bid + 10% contingency).

Town Attorney Recommendation: The Town has competitively bid the proposed sidewalk extension project and the Town Council may award the contract to the lowest responsive and responsible bidder in it is discretion.
