EXPLANATION AND SUMMARY: 

 

The Town needs to carry forward purchase orders opened in fiscal year 2025, but not completed until fiscal year 2026. Additionally, the Town will allocate half of the 2025 expected General Fund surplus to fund other uses that Council approves after discussion on Sept. 15, 2025.

These adjustments to the fiscal year 2025-26 budget are called supplemental appropriations and are expected to exceed 1% of the fiscal year 2025-26 general fund budget, mainly related to delays in vehicles ordered but not delivered.  As such, a public hearing is required in accordance with the Code of Virginia, section 15.2-2507.

This action is to set the public hearing for Oct. 6, 2025, to allow for public input on fiscal year 2025-26 supplement budget appropriations.  There will also be a Council work session regarding this topic on Sept. 15, 2025.

 

Departmental Recommendation:  Recommend setting a public hearing to discuss FY 2025-26 supplemental appropriations for Oct. 6, 2025.

 

Finance Recommendation:  Recommend setting a public hearing to discuss FY 2025-26 supplemental appropriations for Oct. 6, 2025.

Town Attorney Recommendation:  As the proposed budget amendments exceed 1%, a public hearing is required, the Town Attorney recommends setting a public hearing to discuss fiscal year 2025-26 supplemental general fund budget appropriations.

 

Town Manager's Recommendation:  I recommend the Town Council set a public hearing to discuss fiscal year 2025-2026 supplemental general fund budget appropriations for October 6, 2025, as presented.
