Request Approval to Award Construction of the ARPA Funded Glen Avenue, SW, Sidewalk.

EXPLANATION AND SUMMARY

 

The Department of Public Works (DPW) requests Town Council authorization to award a purchase order for the construction of the ARPA funded Glen Avenue, SW, sidewalk project in the amount of $1,381,092 to A&M Concrete Corporation utilizing the On-Call Roadway Maintenance Contract (IFB 24-12), plus a 15% contingency, for a total authorization of $1,588,256.

 

This project includes approximately 1,250 feet of concrete sidewalk, 2,450 feet of concrete curb and gutter, seven ADA (Americans with Disabilities Act) compliant curb ramps, 215 square yards of concrete driveway entrances, 570 tons of asphalt paving/resurfacing, realignment of the flashing pedestrian signs near Courthouse, and miscellaneous and related items. 

 

The proposed Glen Avenue, SW, sidewalk project connects to the Sunrise Assisted Living Facility sidewalk and runs along the even numbered side (northern side) of Glen Avenue up to the Albrecht Circle intersection, where it crosses to the odd numbered side (south side) of Glen Avenue, connecting to the new Johnson Street, SW, sidewalk, and then over to Courthouse Road.  A crosswalk will be painted at the Albrecht intersection for crossing Glen Avenue.  The proposed design includes curb-&-gutter along both sides of Glen Avenue.

 

The typical roadway section includes curb abutted sidewalk (no buffer/utility strip) which will be utilized due to grading challenges and to mitigate impacts to the adjacent properties. The typical sidewalk section will be six feet wide (6’) which is typical for sidewalks with no buffer/utility strip.

 

DPW considers several options to avoid impacting trees, unfortunately, 19 trees in the 2 to 6-inch diameter range, 6 trees in the 6 to 18-inch diameter range, 9 trees in the 18 to 30-inch diameter range, and 6 trees greater than 30-inch diameter cannot be preserved and must be removed to add sidewalk.  DPW will work with homeowners to plant replacement trees.

 

Community Engagement:

 

DPW invited residents along the project and surrounding areas to a public meeting held on March 20, 2024, where a detailed presentation of the design was presented, followed by an open discussion between the residents in attendance and DPW staff/design consultant.  DPW staff also reviewed all emailed comments from residents that were unable to attend the meeting.

 

Following the meeting DPW staff met with numerous residents along Glen Avenue, SW, on separate occasions to discussion the various design alternatives that were being evaluated based on their feedback, impacts, and to address questions.

 

A follow-up letter dated May 9, 2024, was provided to the residents along the project and surrounding areas updating them on the selected design alternative that is being implemented. 

 

Background:

 

Sidewalks are included in the Town Council’s strategic plan initiative for a safe and efficiently mobile community, included in the Pedestrian Master Plan vision for an integrated network of pedestrian routes, and included in the Comprehensive Plan for Transportation that advocates connecting and expanding the existing sidewalk network.

 

These projects are important to achieve Town goals and make Vienna a more walkable community by expanding the sidewalk network that will link projects together and provide safe accessible routes.  Additionally, these sidewalk projects will include ADA accessible ramps and new crosswalks.  The new sidewalks with these safety amenities will allow more citizens with mobility issues, strollers, safety concerns to safely enjoy getting around town and reaching destinations.

 

Next Steps:

If approved by the Town Council, DPW will issue a purchase order to A&M Concrete Corporation to initiate the Construction.

 

Expected Completion Time Frame:

Construction on this project is expected to begin in early 2025 and to be completed in summer of 2025.

 

Strategic Plan Initiative: Vienna is a safe community and an efficiently mobile community

 

Departmental Recommendation:  Recommend approval.

 

Finance Recommendation:  Recommend approval.  ARPA projects must be committed (on a purchase order) by 12/31/24, and this will help us meet that goal.

 

Purchasing Recommendation: Recommend approval.

 

Town Attorney Recommendation:  The Town has a construction services contract it may utilize for the proposed sidewalk project.  The Town Council may approve the proposed expenditure of funds in its discretion.

 

 

Town Manager's Recommendation:  I recommend the Town Council approve an authorization and purchase order to A&M Concrete Corporation for the construction of the Glen Avenue, SW, sidewalk project, as presented.
