BACKGROUND SUMMARY:

The Town of Vienna has contracted with Kimmel Bogrette Architecture & Kimley Horn to review the former Faith Baptist Church located at 301 Center Street, South, Vienna, Va. (Annex) and identify potential long-term uses for the property including robust community engagement.  The long-term use study report will be used as a basis for discussion and decision making by legislators and key town staff.  Town leadership made this purchase for both identified needs, and to strategically add to town resources for future projects and developments.  Leadership and legislators want to determine the best use for this property in the near and not-so-near future.

Staff from the Parks and Recreation Department is managing this project, under the leadership from Town Council and with strong input from and collaboration with community stakeholders.

OVERVIEW:

Since the acquisition of the Annex property at 301 Center St. S., the Vienna Town Council has been actively assessing the best use options for this strategically located site. In February 2024, the Council approved moving forward with a Market Analysis and Business Planning component as part of the overall long-term use study. This analysis aimed to align potential programming with community demographics and national trends while considering available space.

The project team presented four distinct options for consideration by the Council:

• Option 1 - Community, Wellness, & Aquatics (Competition Lap Pool + Instruction + Fitness);

• Option 2 - Community, Wellness and Aquatics - (Leisure Pool + Fitness);

• Option 3 - Community & Wellness Program (Fitness);

• Option 4 - Outdoor Community Gathering Program

 

In June 2024, the Council supported further investigation into Option 2 for an aquatics (leisure pool) and fitness facility. This proposal centers around a leisure pool designed for recreational swimming, swimming lessons and aquatic fitness programs rather than competitive activities. Features might include water slides, zero depth entry, playground, and other amenities that appeal to families and individuals looking for active recreation, relaxation and fun in an aquatic environment. This option aims to create a more casual and family-friendly atmosphere.

 

Based on the Council’s selection of Option 2, Kimmel Bogrette produced a final report detailing the following components:

                     Market Analysis

                     Program Definition (facility amenities and square footage)

                     Operational Cost & Cost Recovery

                     Service Level Information (membership, maximum occupant capacity)

                     Design Solution

                     Proposed Conceptual Floor Plans & Exterior Renderings

                     Project Budget (Construction, Furniture, Fixtures & Equipment, Design Services and Contingency Costs)

                     Schedule (timeline from design to construction completion of new facility)

 

NEXT STEPS:

If council desires to move forward with the 2030 opening plan, council shall direct staff to schedule a public hearing on November 18, 2024 for the 2030 opening plan.

 

EXPECTED COMPLETION TIME FRAME:

Conclusion of contract with Kimmel Bogrette with the final presentation and report presented to council on September 30, 2024.

 

SUMMARY/STAFF IMPRESSIONS:

The Parks Master Plan statistically valid survey and community survey conducted in 2024 identify significant community support for an aquatics and fitness facility.

Staff recommends moving forward with the 2030 opening plan.
