EXPLANATION AND SUMMARY

 

The Department of Public Works (DPW) requests that the Council authorize spending $1,304,873 for the construction of the ARPA funded Glyndon Street, NE, drainage project utilizing the On-Call Roadway Maintenance Contract (IFB 24-12) with Sagres Construction Corporation, plus a 20% contingency, for a total authorization of $1,565,848.

 

The 300 block of Glyndon Street, NE, is an existing "shoulder and ditch" roadway with minimal drainage infrastructure.  In heavy rains, stormwater flows across the street and floods private property on the west side.  The Town has provided sandbags in heavy rain events to help divert water from entering homes and this project will mitigate the risk of flooding and property damage.

 

A drainage study was completed in 2016, and it concluded that an upgrade to the roadway with curb, storm drains, and stormwater management would be most effective.  This project includes 1,964 feet of concrete curb and gutter with 20 new storm drain structures, 1,200 feet of storm pipe, and a rain garden to serve as a stormwater management facility to help alleviate the flooding issues. 

 

Sidewalks will be installed on both sides of the street to create pedestrian links to the park from the existing sidewalk north of the park along Glyndon and to connect the proposed sidewalk along Glyndon from Maple to Ayr Hill.  The project includes approximately 1,400 feet of concrete sidewalk, 8 ADA- (Americans with Disabilities Act) compliant curb ramps, seven concrete driveway entrances, 486 tons of asphalt paving, and miscellaneous and related items. 

 

Improvements to the Glyndon Park parking lots in the PR zoning designation are not included in this construction contract and are being planned as a future project which will require a site plan modification.

Next Steps:

If approved by Council, DPW will issue a purchase order to Sagres Construction Corporation to initiate the construction.

 

Expected Completion Time Frame:

The project will start in early 2025 and expected completion is late 2025 to early 2026.
