Continued Discussion of Planning Commission Recommended Draft 2026 Comprehensive Plan

Purpose:

For The Town Council to continue its review of the Draft 2026 Comprehensive Plan, as recommended by the Planning Commission, in order to provide directional feedback to staff on any changes the Council may wish to make.

 

Key QUESTIONS:

The key questions for this work session are presented in tabular form within Attachment 1, as requested by the Town Council during the May 18th discussion of the Comprehensive Plan. The Town Council addressed the first few questions, which are noted in the table in the attachment. The Town Council is welcome to add issues/questions not provided in the table.

 

BACKGROUND SUMMARY:

The Comprehensive Plan is a long-range policy document that guides land use, transportation, economic development, parks and recreation, infrastructure, and environmental sustainability in the Town of Vienna.

 

The Draft 2026 Comprehensive Plan represents an update to the 2016 Plan and reflects extensive work by the Planning Commission, Town staff, boards and commissions, and the community. The update incorporates changes over the past decade, including adoption of a new zoning and subdivision ordinance, repeal of the Maple Avenue Commercial (MAC) zoning, completion of major capital projects, establishment of the Department of Economic Development, and adoption of the Parks and Recreation Master Plan. The Planning Commission completed its draft 2026 Comprehensive Plan on February 25, 2026.

 

The Town Council held a joint work session with the Planning Commission on April 20, 2026, to discuss the Planning Commission’s draft recommended 2026 Comprehensive Plan. On May 4, 2026, the Town Council held a public hearing to receive community input. On May 18th, the Town Council held its first discussion after the public hearing and reached resolution regarding four of the identified issues. A work session was scheduled to continue the discussion on June 1st, but the Town Council judged that the time was too late (it was already after 10:00pm) for this item to be discussed.

 

 

The draft Comprehensive Plan document has been provided to the Town Council and the public on multiple occasions, most recently as an attachment to the May 4th agenda report for the public hearing. The draft Plan may also be found on the Town’s Web site, at www.viennava.gov/planupdate <http://www.viennava.gov/planupdate>.

 

OVERVIEW:

This agenda item provides an opportunity for the Town Council to continue its discussion of the draft plan, consider public comments received, and provide the Council’s preferences to staff on any revisions prior to consideration of adoption at a future meeting.

 

SUMMARY/STAFF IMPRESSIONS:

To assist in moving the discussion along more efficiently, the Town Council requested that staff provide the Council the ability to give input on the identified issues in advance of the July 6th work session. In response, staff sent the table of items (Attachment 1) to the Town Council. As of this report, four (4) Council Members have provided input.

 

Attachment 1 provides identified issues for discussion, staff commentary on the issues, the questions before the Town Council, and responses received from the Council Members who sent responses. For the Council’s information, the table was slightly revised in formatting as compared to the attachment sent for June 1st work session, to make it easier for Council Members to respond to it in email form. The topics and staff commentary are the same.

 

Staff believes that the first four items in the table were already covered and decided during the May 18th discussion. Staff therefore proposes to work through the questions as far as possible on July 6th, beginning with the 5th item.

 

RECOMMENDATION:

Staff suggest that the Town Council continue its discussion of the draft plan and provide any guidance to staff regarding changes it wishes to make.
