EXPLANATION AND SUMMARY:
Attached is an application from Fredric and Kristin Stapleton to designate their home at 307 Windover Ave., NW as a Town of Vienna Historic Site. The house was built prior to 1910, the exact year is unknown. Some notable owners of the home and its property include Moses Commins (maker of the first steel beam plow in the U.S.), Harmon Salsbury (Captain of 26th Regiment of Colored Infantry), Charles Augustus Ashton (Mayor of Vienna 1932-34) and Paul & Madge Cox Stenger (leaders in the Vienna community). The application was reviewed and approved unanimously at the Jan. 11, 2023 Historic Vienna, Inc. board meeting.

Town Attorney Recommendation: Under Chapter 25 of the Town Code, the owner of any structure, site or place deemed to be of historic significance to the Town may apply for listing on the Town’s Historic Register. Historic Vienna, Inc. reviews the application and makes a recommendation to the Town Council. After receipt of the HVI recommendation, the Town Council may, as it deems appropriate, approve, disapprove, or approve with conditions and qualifications, each application. Any structure, site or place so approved by the Town Council shall thereupon be added to the register and be entitled to display the marker provided for in Town Code Section 25-4.
