8:30 p.m.- Approval of the Parks & Recreation Master Plan: Our Plan to Play

DATE(S) OF PRIOR COUNCIL CONSIDERATION OF THIS ISSUE:
Over the past 18 months, the Town has engaged in a comprehensive planning process to develop Our Plan to Play, the Parks & Recreation Master Plan. This effort reflects a community-driven approach to guide the development, maintenance, and enhancement of parks, facilities, and recreation programs over the next 10 years. Community engagement has been at the heart of this process. The Council has heard updates in work sessions throughout the project and provided feedback. Highlights of the engagement efforts include:
• Online Community Survey: More than 1,200 responses gathered feedback on park use, facility needs, and program priorities.
• Focus Groups & Stakeholder Interviews: Conducted with local organizations, sports leagues, seniors, teens, and advisory groups.
• Public Workshops & Events: Multiple interactive sessions and pop-up events were held to collect ideas and share draft recommendations.
• Stakeholder Review Sessions: Organizations and community leaders were invited to participate in focused review meetings to refine plan elements.
• Final Community Open House (Spring 2025): Provided an opportunity for residents to review the full draft and offer final input prior to Council consideration.
The resulting plan represents the community’s vision for a vibrant, inclusive, and sustainable parks and recreation system aligned with the Town’s goals and values.
EXPLANATION AND SUMMARY:
Departmental Recommendation:
Staff recommends that Town Council approve the “Our Plan to Play” Parks & Recreation Master Plan as presented. Adoption of the plan will provide a strategic framework to guide decision-making, prioritize investments, and support funding efforts over the next decade.
Finance Recommendation: N/A
Purchasing Recommendation: N/A
Town Attorney Recommendation: The Town Council may approve the proposed Parks and Recreation Master Plan in its discretion. However, any appropriation or expenditure of funds for projects not currently in the budget or previously authorized by the Town Council will require formal and specific approval as per Town and Virginia public procurement procedures.
Town Manager's Recommendation: I recommend the Town Council approe the “Our Plan to Play” Parks and Recreatoin Master Plan, as presented.
