EXPLANATION AND SUMMARY:
Request:
The Department of Public Works requests Town Council approval to award a change order for the Nutley Street culvert construction contract, IFB 25-02, in the amount of $253,003.50 and increase the contract value from $1,599,218.05 to $1,852,221.55 plus 25% contingency reserve for a total authorization of $2,315,277.
This $255,003.50 change order is fully funded by Fairfax County in support of the Accotink Gravity Sewer project that will be constructed in this same location at a future date. The purpose of the change order is to install a 66-inch casing pipe under the new culvert to accommodate Fairfax County’s future sewer line. Authorizing this additional work will benefit the Town of Vienna to reduce the traffic impacts from future Fairfax County construction on Nutley Street, SW, after the Nutley culvert is completed.
Discussion:
The ongoing Nutley Street Culvert project replaces the existing triple barrel, 36-inch diameter culvert that crosses under Nutley Street with a larger proposed box culvert. Fairfax County's future Accotink Gravity Sewer project, which involves a 66" sanitary sewer pipe, will cross underneath the new culvert.
Fairfax County has requested that the Town of Vienna's contractor install a casing pipe below the culvert. Fairfax County proposed a change order be issued by the Town of Vienna for $253,003.50 and be reimbursed by Fairfax County for the full amount within 30 days of completion of the work.
Town staff have reviewed and signed a letter of agreement between Fairfax County and Town of Vienna, which has substantial benefits for the Town of Vienna and Fairfax County. Installing this casing pipe will reduce the construction traffic impacts on Nutley Street during the future Accotink Gravity Sewer project. Coordination between the Town of Vienna and Fairfax County will eliminate potentially redundant construction work and excavation on Nutley Street.
Next Steps: FLB Contractors, Inc. will complete the installation of the casing pipe, and the Town of Vienna will be reimbursed by Fairfax County for the full $253,003.50 cost of the change order.
