Consideration to Initiate Final Design of a Curb, Gutter, and Sidewalk Project for Church Street NE with Urban, Ltd.

EXPLANATION AND SUMMARY:
The existing streets within the project limits do not have continuous curbs, gutters, and sidewalk. Additionally, the presence of ditches along the edge of pavement makes the area difficult for pedestrians to navigate. When constructed, this project will connect to other existing and proposed sidewalks in the area, and will provide safe access to Maple Avenue, and many other destinations. The project includes the replacement of the ditches with storm drainpipes, and storm inlets.
The Department of Planning and Zoning (DPW) believes that these projects are important to make Vienna a more walkable community and will expand the sidewalk network by linking projects together to provide safe, accessible routes. Additionally, these sidewalk projects will include ADA accessible ramps and new crosswalks. The new sidewalks with these safety amenities will allow more citizens including those with mobility issues, those with strollers, and those who do not feel safe walking in the street to safely enjoy “getting around town” and reaching destinations.
DPW requests that the Council authorize DPW to utilize its On-Call Engineering Services Contract, RFP 19-01 with Urban, Ltd. to perform engineering design in the amount of $90,450 for the Church Street NE Roadway and Sidewalk Improvement Project which has the following limits:
• Church Street NE from Park Street to Glyndon, and
• Glyndon Street NE from 200 feet north of Maple Avenue to Ayr Hill Avenue
Property owners and residents along the above streets were notified of this meeting via a letter dated March 21, 2022.
Funding for the project has been made available through the NVTA Local 30% funds.
There is a future project planned to continue improvements on Glyndon Street NE from Ayr Hill Avenue to Jean Place.

Town Manager's Recommendation: I recommend the Town Council authorize the Town Manager to apply NVTA Local funds for design of the Church Street NE Roadway and Sidewalk Improvement Project, as presented.
