Vienna Annex Long-Term Use Study

BACKGROUND SUMMARY:
The Town of Vienna has contracted with Kimmel Bogrette Architecture & Kimley Horn to review the former Faith Baptist Church located at 301 Center Street, South, Vienna, VA (Annex) and identify potential long term uses for the property including robust community engagement. The long-term use study report will be used as a basis for discussion and decision making by legislators and key town staff. Town leadership made this purchase for both identified needs, and to strategically add to town resources for future projects and developments. Leadership and legislators want to determine the best use for this property in the near and not-so-near future.
Staff from the Parks and Recreation Department is managing this project, under the leadership from Town Council and with strong input from and collaboration with community stakeholders. The Town Council has communicated its goal of completing this study in June 2023.
OVERVIEW:
The project team has begun researching and has concluded its preliminary interviews with the Town Council and proposes a meeting to discuss the identified themes and takeaways from the individual meetings.
The goal of this conference session is to review the proposed Mission Statement and Core Values, discuss key takeaways from the individual Councilmembers meetings, present the preliminary Information Gathering to date, and preview the Community Engagement approach moving forward, including the online questionnaire. A public workshop is set for March 28th and this is the last opportunity for the Town Council to provide feedback prior to meeting with the community.
After this conference session and the community engagement, the project team will present a revised Mission Statement and Core Values for approval, as well as community feedback regarding the uses of the Annex, both in the near and long term. Soon after that submission, the project team will host a design charette to reengage the community and focus on site planning and fine tuning the programming.
SUMMARY/STAFF IMPRESSIONS:
Staff looks forward to the discussion on areas of importance to the Town regarding the future use of the Annex property.

Department of Parks and Recreation staff recommends that Town Council provide input on the proposed mission statement and core values of the Annex Long Term Use Study and key takeaways from the individual Councilmember meetings.
