Title
8:30 p.m. - 10:00 p.m. Continuation of Review of Parking Study Recommendations
Body
BACKGROUND SUMMARY:
DATE(S) OF PRIOR COUNCIL CONSIDERATION OF THIS ISSUE:
The Town Council launched the project to study parking in Vienna in 2022, through meetings in February and June 2022. On April 15, 2024 and May 13, 2024, Town Council held work sessions to discuss the results of the parking study initiative conducted by Nelson Nygaard and provided guidance on prioritizing recommendations.
OVERVIEW:
This meeting is a continuation of discussions from the April and May 2024 work sessions, where the results of the parking study were reviewed. The study was conducted by Nelson Nygaard, which is a national transportation planning firm. It examined existing parking conditions in the commercial core and made various recommendations. Nelson Nygaard also supported the Code Create effort with data to inform updates to the zoning code.
On April 15, 2024, Nelson Nygaard presented the study’s findings to the Town Council, offering insights into existing parking conditions and proposing recommendations for improvement. The consultant’s recommendations encompass policy considerations, parking management programs, and proposed short-term and long-term actions to improve parking in the study area. The April 15, 2024, agenda item provides more background on the parking study.
During the May 2024 work session, the Council provided guidance on all the immediate and short-term recommendations and some of the long-term strategy recommendations.
The purpose of this meeting is to:
1. Receive guidance from the Town Council on the remaining parking study recommendations.
2. Determine which recommendations should be prioritized for further research or implementation.
During the work session, staff will ask the Town Council to provide their level of interest for each recommendation as follows:
• High Interest recommendations will be scheduled for further discussion and action in the near term.
• Low Interest recommendations will be addressed after “High Interest” items are resolved.
• Not in Favor recommendations will not be revisited unless directed by the Council in the future.
At any point, the Council may adjust priorities or request additional topics for consideration.
As a management note, oversight of this project has been a joint effort among the Departments of Economic Development, Planning and Zoning, and Public Works; and the implementation tasks would be administered by one or more of these departments, depending on the task.
