On Aug. 28, 2023, Council authorized DPW to initiate Engineering Reports for sidewalk projects on Johnson Street, SW, Saint Andrews Drive, NE, Saint Bernard Drive, NE, Ridge Road, SW, and Frederick Street, SW.
EXPLANATION AND SUMMARY:
Former Councilmember Maud Robinson, who passed away in March of 2019 just shy of her 97th birthday, left the bulk of her estate to the Town of Vienna for the specific purpose of building sidewalks, over a five-year period, in areas where they are not already planned or likely to be funded through grants or new construction.
Department of Public Works (DPW) believes that these projects are important to make Vienna a more walkable community and are important to expanding the sidewalk network that will link projects together and provide safe accessible routes. Additionally, these sidewalk projects will include ADA-accessible ramps and new crosswalks. The new sidewalks with these safety amenities will allow more residents including those with mobility issues, those with strollers, and those who do not feel safe walking in the street to safely enjoy getting around town and reaching destinations.
The engineering reports that were prepared for the five streets provide additional information and analysis and were used by DPW to make recommendations to Council regarding which side of the street to build the sidewalk projects. The reports provided a conceptual design for construction of sidewalk on each side of the street and provided analysis of the pros and cons that support each recommendation. Factors considered for recommending sidewalk locations include less impact on trees, less grading on private property, less constructability issues such as utility poles that cannot be designed around, connectivity to adjacent sidewalks, trails, schools, parks, shopping areas or other destinations, and cost.
DPW requests that the Council authorize DPW to utilize its On-Call Engineering Services Contract, RFP 19-01 with Urban, Ltd. to prepare the final design of these projects. The final design activities are described as tasks 4, 5, 6, 7, 8, and 10 in the attached proposals from Urban, Ltd. and consist of preparation of the 30%, 95%, and 100% plans, construction cost estimates, and other tasks related to the final design of these projects. The specific locations and costs of the final designs are:
• Odd numbered addresses (west side) of Johnson Street, SW, from Glen Avenue to end of street- $29,750.00
• Even numbered addresses (south side) of Saint Andrews Drive, NE, from Maple Avenue to Westbriar Drive- $31,000.00
• Even numbered addresses (south side) of Saint Bernard Drive, NE, from Maple Avenue to Westbriar Drive- $27,500.00
• Even numbered addresses (south side) of Ridge Road, SW, from Hillcrest Drive to Frederick Street- $25,250.00
• Even numbered addresses (west side) of Frederick Street, SW, from Tapawingo to Kingsley Road- $36,750.00
The total cost of these five final designs is proposed as $150,250.00.
DPW hosted a public meeting for each project where a presentation of the engineering report was provided. The meetings for Ridge Road, SW, and Frederick Street, SW, were held on Feb. 7, 2024; and the meetings for Johnson Street, SW, Saint Andrews Drive, NE, and Saint Bernard Drive, NE, were held on Feb. 8, 2024.
Property owners and residents were notified of the Town Council meeting scheduled for Feb. 26, 2024 via a letter dated Feb. 12, 2024.
NEXT STEPS:
If approved by Council, DPW will issue a purchase order to Urban, Ltd. for final design of these projects. After the design has been completed, DPW will obtain a construction cost proposal from Arthur Construction Co., Inc. After reviewing the proposal, DPW will request approval from Council to spend the amount of the proposal for the construction.
Anticipated Completion Timeframe:
DPW anticipates returning to Council in late spring 2024 with a request to spend the amount of the proposal for the construction of the projects. DPW anticipates the construction of these projects to start in summer 2024.

Town Manager's Recommendation: I recommend the Town Council authorize me to apply to the Maud Robinson Trust to Initiate Final Design of Robinson Sidewalk Projects, on the streets in this agenda item, as presented.
