On Aug. 28, 2023, Council authorized the Department of Public Works (DPW) to initiate an engineering report for the Johnson Street, SW, project.
On Feb. 26, 2024, Council authorized DPW to initiate final design for the Johnson Street, SW, project.
EXPLANATION AND SUMMARY:
Request:
DPW requests that the Council authorize spending $294,834.82 with A&M Concrete Corporation for the construction of these Robinson Trust Sidewalk projects (RTSP) on the south side of Lullaby Lane, SE, (odd numbered addresses) from Tapawingo Road to Harmony Drive, SW, on the west side of Harmony Drive, SW, (odd numbered addresses) from Lullaby Lane, SE, to the end of the street, and on the west side of Johnson Street, SW, (odd numbered addresses) from Glen Avenue to the end of the street.
Discussion:
The Lullaby Lane, SE, / Harmony Drive, SW, project is being completed as a missing link sidewalk project to connect the network leading from the recently completed RTSP on Melody Lane, SW, sidewalk completed by developers during reconstruction around the corner of Lullaby Lane, SE, and Tapawingo Road, and Cunningham Park. This project includes 820 linear feet of concrete sidewalk, 95 square yards of concrete driveway entrance, 40 square feet of curb ramps, 31 tons of asphalt paving, and miscellaneous and related items.
The Johnson Street, SW, project includes 600 linear feet of concrete sidewalk, 100 square yards of concrete driveway entrance, 40 square feet of curb ramp, 35 tons of asphalt paving, and miscellaneous and related items.
DPW requests authorization to utilize the On Call Roadway Maintenance Contract Number IFB 24-12 in the amount of $294,834.82 for the construction of the Lullaby Lane, SE, Harmony Drive, SW, and Johnson Street, SW, projects. This amount includes a 15% amount for increased quantities and contingencies.
Community Engagement:
DPW hosted a public meeting for the Johnson Street, SW, project on Feb. 7, 2024, where a detailed presentation of the preliminary design was provided.
DPW hosted a public meeting for the Lullaby Lane, SE, and Harmony Drive, SW, project on Feb. 14, 2024, where a detailed presentation of the preliminary design was provided.
Property owners and residents along the projects were notified of this Council meeting via a letter dated June 24, 2024.
Background:
Former Councilmember Maud Robinson, who passed away in March of 2019 just shy of her 97th birthday, left the bulk of her estate to the Town of Vienna for the specific purpose of building sidewalks, over a five-year period, in areas where they aren’t already planned or likely to be funded through grants or new construction.
Sidewalks are included in the Town Council’s strategic plan initiative for a safe and efficiently mobile community, included in the Pedestrian Master Plan vision for an integrated network of pedestrian routes, and included in the Comprehensive Plan for Transportation that advocates connecting and expanding the existing sidewalk network.
DPW believes that these projects are important to make Vienna a more walkable community and are important to expanding the sidewalk network that will link projects together and provide safe accessible routes. Additionally, these sidewalk projects will include ADA-accessible ramps and new crosswalks. The new sidewalks with these safety amenities will allow more residents, including those with mobility issues, those with strollers, and those who do not feel safe walking in the street to safely enjoy getting around town and reaching destinations.
NEXT STEPS:
If Council approves the recommendation, DPW will issue a purchase order to A&M Concrete Corporation to initiate the construction of the Lullaby Lane, SE, Harmony Drive, SW, and Johnson Street, SW, projects. Residents will be notified prior to construction activities.
ANTICIPATED COMPLETION TIMEFRAME:
The project is expected to start construction this summer and be completed by late October of 2024.
