On Nov. 14, 2022, Council authorized the Department of Public Works (DPW) to initiate final design for sidewalk projects on Desale Street, SW, Melody Lane, SW, Orrin Street, SE, Delano Drive, SE and Tazewell Street, NW.
On April 11, 2022 Council authorized DPW to initiate engineering reports for sidewalk projects on Desale Street, SW, Melody Lane, SW, Orrin Street, SE, Delano Drive, SE and Tazewell Street, NW.
On Sept. 14, 2020 Council considered initiation of design of Robinson Trust Sidewalk projects for Cherry Street, SW, Desale Street, SW, Melody Lane, SW, Orrin Street, SE, Delano Drive, SE and Tazewell Street, NW. Council approved the design of Cherry Street; however, postponed action on the other five projects.
EXPLANATION AND SUMMARY:
Former Councilmember Maud Robinson, who passed away in March of 2019 just shy of her 97th birthday, left the bulk of her estate to the Town of Vienna for the specific purpose of building sidewalks, over a five-year period, in areas where they aren’t already planned or likely to be funded through grants or new construction.
Sidewalks are included in the Town Council’s strategic plan initiative for a safe and efficiently mobile community, included in the Pedestrian Master Plan vision for an integrated network of pedestrian routes, and included in the Comprehensive Plan for Transportation that advocates connecting and expanding the existing sidewalk network.
DPW believes that these projects are important to make Vienna a more walkable community and are important to expanding the sidewalk network that will link projects together and provide safe accessible routes. Additionally, these sidewalk projects will include ADA-accessible ramps and new crosswalks. The new sidewalks with these safety amenities will enable more people, including those with mobility issues, those with strollers, and those who do not feel safe walking in the street, to safely enjoy moving around town and reaching destinations.
The requested authorization to spend $329,715.98 with Arthur Construction Co., Inc is for projects located at:
• Even numbered addresses (North side) of Delano Dr, SE, from Echols Street to Alma Street - $176,293.61
• Odd numbered addresses (East side) of Orrin Street, SE, from Delano Drive to Follin Lane - $153,422.37
The Delano Drive project includes 320 square yards of concrete sidewalk, 43 square yards of concrete driveway entrance, 30 square yards of ADA (Americans with Disabilities Act) compliant curb ramps, 290 linear feet of curb and gutter, 105 tons of asphalt paving, and miscellaneous and related items.
The Orrin Street project includes 616 square yards of concrete sidewalk, 157 square yards of concrete driveway entrance, 18 square yards of ADA (Americans with Disabilities Act) compliant curb ramps, 100 linear feet of curb and gutter, 25 tons of asphalt paving, and two stormwater treatment inlets and miscellaneous and related items.
DPW requests authorization to utilize the On Call Roadway Maintenance Contract Number IFB 20-03 in the amount of $329,715.98 for the construction. This amount includes a 15% amount for increased quantities and contingencies. Funding for this construction is from the Robinson Trust and funding of $329,715.98 has been established in account number 300-000-0000-38445-48803.
DPW hosted public meetings for the Delano Drive, and Orrin Street projects on Oct. 5, 2022 where a detailed presentation of the engineering reports was provided.
Property owners and residents along the Delano Drive and Orrin Street projects were notified of this Council meeting via a letter dated May 22, 2023.
