EXPLANATION AND SUMMARY:
DPW is seeking Town Council approval to award a design contract to Rummel, Klepper & Kahl, LLP (RKK) in the amount of $379,129.00 for the Church St and East St NE Roundabout project.
The existing T-intersection at Church and East Streets receives a large volume of traffic resulting in congestion and traffic back-ups. A mini roundabout will more efficiently and safely manage traffic through this intersection and was therefore approved as a part of the 2024 Capital Improvement Plan.
This project will study the intersection, provide recommendations, and design the reconfiguration of the Church Street and East Street, NE, intersection into a roundabout. This project is 100% funded by outside sources. Fifty percent is funded under the VDOT Revenue Sharing program and the remaining 50% is proposed use of the Town’s Northern Virginia Transportation Authority (NVTA) 30% funds for a total of $550,000 in available funds. Additional funding for construction will be obtained through an updated funding application once the construction cost estimate is completed as a part of the design services.
The design contract includes (Attachment 1):
• Develop a mini-roundabout design concept that will have minimal impact on the existing conditions.
• Traffic analysis
• Structural analysis for the adjacent bridge
• Right-of-Way services (required for federal/state funded projects)
• Addressing the full VDOT process requirements
• Environmental and Hydraulics design/review
• Conceptual and final design of selected alternative - full construction plans
• Lighting study and preliminary/final lighting design
• Public engagement/meeting
• Construction cost estimates
• Bid assistance
This intersection was initially considered for a roundabout in 2015 and a conceptual design sketch was developed, see Attachments 2 and 3.

Next Steps: Begin the design phase and confirm funding for the construction phase.
Expected Completion Time Frame: Design may take up to two years as the VDOT process is being followed and due to technical complexities of this project.
