Oct. 20, 2025 Town Council adopted the FY 2026 Capital Improvement Plan (CIP) which included this project.
EXPLANATION AND SUMMARY:
The Department of Public Works (DPW) requests Town Council approval to award a Purchase Order to WSP USA Environment & Infrastructure, Inc. in the amount of $429,801 for Design and Engineering Services for the Bear Branch - Southside Park Stream Restoration project (SLAF No 26-18).
Bear Branch, located between the W&OD Trail and Aponi Road, SE, is experiencing substantial erosion and stream bank failure. The Department of Public Works has initiated stream restoration projects along Bear Branch and is currently working with our on-call consultant WSP Environment & Infrastructure, Inc. on a preliminary riparian assessment of the 585 feet of stream and a preliminary concept design for this stream restoration project; which will address erosion issues and provide water quality improvements through reduced sedimentation runoff.
Financing for this project is fully funded by the Virginia Department of Environmental Quality (VDEQ) and Fairfax County. $800,000 in funding has been awarded through the VDEQ Quality Stormwater Local Assistance Fund (DEQ SLAF No 26-18); which is 50% of the estimated total project cost of $1,600,000. The remaining funds have been requested and will be provided by Fairfax County in accordance with the existing cooperative stormwater service district agreement. Town of Vienna DPW staff will lead and manage the project.
This project was requested by residents along this portion of Bear Branch. Staff have engaged with the affected residents during project development and have received cooperation and support for moving the project forward. Residents were notified of the proposed project prior to consideration of the engineering and design contract. Following award of the contract, staff will continue to coordinate with residents regarding land surveying, utility marking, and other field activities needed to complete the design. A project webpage will also be established to provide information and updates. As design progresses, staff will hold meetings to review the proposed design details and receive resident feedback. Residents will be notified of this Council meeting and will receive advance notice before any future construction activities begin.
