EXPLANATION AND SUMMARY:
The Town of Vienna, Greater Vienna Babe Ruth League (GVBRL), Vienna Youth Inc. (VYI) and Fairfax County Neighborhood and Community Services are partnering to replace the Synthetic Turf at Waters Field. The current field is 10 years old. An agreement has been made with each group whereas the Town will contribute $150,000, Vienna Youth Inc. will contribute $50,000, Greater Vienna Babe Ruth, will contribute $50,000 and Fairfax County Neighborhood and Community Services up to $331,691.65. There is a current Association of Educational Purchasing Agencies (AEPA) contract through Fairfax County which is rideable. The total cost for the turf replacement $581,691.65 the standard cost is $576,741.65 we are adding the drainage test $2500 and $4200 for 2 ft. x 10 ft. letters saying “NO METAL CLEATS” and deducting optional tic marks totaling $1750. At this time there is no contingency for change orders.
GVBRL, VYI and Fairfax County Neighborhood and Community Services will work directly with the Town to deliver their contributions as needed in order for the Town to pay Field Turf for the turf Installation
Departmental Recommendation:
Recommend riding the Association of Educational Purchasing Agencies (AEPA) program through Fairfax County Contract 4400002721 for installation of synthetic turf to Field Turf USA at Waters field in the amount not to exceed $581,691.65 account number 300714-48803.
Finance Recommendation: Babe Ruth $50,000; VYI $50,000; TOV $150,000: FFxCo $331,691.65. The $150,000 is included in the CIP for the Town. Recommend approval.
Purchasing Recommendation:
Town Attorney Recommendation: The Town may ride the AEPA contract for the proposed Waters’ Field synthetic turf replacement or solicit bids in the discretion of the Town Council.
Town Manager's Recommendation: I recommend the Town Council approve an amount not to exceed $581,691.65 for the replacement of the synthetic turf field at Waters Field, as presented.
