On Sept. 26, 2022, Town Council approved awarding the design contract to Whitman, Requardt & Associates.
Town Council ARPA discussions and work sessions throughout 2023 and 2024, which approved funding for this project.
EXPLANATION AND SUMMARY:
Request:
The Department of Public Works (DPW) requests that the Council authorize the award of a purchase order to US Concrete and Paving Inc. for the construction of the Manvell Road, SE, Drainage Improvement Project in the amount of $366,227 utilizing the On-Call Roadway Maintenance Contract (IFB 23-33), plus a 20% contingency, for a total authorization of $439,472.
Discussion:
Manvell Road, SE, has significant recurring stormwater drainage issues between Park Street and Glyndon Street, SE. This project includes 715 feet of concrete curb and gutter along the west side of the street with five storm drain inlets and 195 feet of storm drain sewers to alleviate the drainage issues. Additionally, the project also includes 330 feet of curb, gutter and sidewalk along the east side of the street, which will connect to existing sidewalk on Park Street and Manvell Road, SE.
Community Engagement:
This project scope was initially developed based on resident feedback on their drainage issues along Manvell Road, SE.
On Sept. 7, 2022, property owners and residents were notified that the engineering design award was being presented to Town Council on Sept. 26, 2022.
On Oct. 11, 2022, property owners and residents were notified of upcoming survey efforts by Rice Associates over the next six weeks for the design of this project.
On Oct. 10, 2023, DPW hosted a public meeting where a concept design was presented to residents and their feedback was received and incorporated to their final design.
Property owners and residents along this project were notified of this Council meeting via a letter dated Oct. 7, 2024.
Multiple field visits with the residents of 216 Manvell Road, 220 Manvell Road, and 600 Park Street, who are most impacted by this project, occurred on July 13, 2023, April 23, 2024, June 25, 2024, July 30, 2024, and Sept. 23, 2024.
Background:
Manvell Road, SE, has had significant amount of drainage issues reported by property owners and residents. This roadway section includes grass ditches, and it does not have storm drain infrastructure which results in recurring flooding and standing water after major rain events.
This project was initiated by the Town of Vienna utilizing resident feedback and will mitigate the existing drainage issues on the west side of Manvell Road, SE, as well as connect existing sidewalk segments along Park Street and Manvell Road, SE, closer to the Glyndon Street, SE, intersection.
There were considerable design challenges to this project including the narrow roadway width and the lack of available public right-of-way for the construction of the sidewalk, curb and gutter on the east side of Manvell Road, SE, which was resolved by the property owner of 600 Park Street agreeing to dedicate an easement to the Town of Vienna to construct the sidewalk and provide a safe and accessible route for pedestrians.
Next Steps: If the Town Council approves the recommendation, DPW will issue a purchase order to US Concrete and Paving, Inc. to initiate the construction.

Town Attorney Recommendation: The Town has a construction services contract it may utilize for the proposed drainage improvement project, the Town Council may approve the proposed expenditure of funds in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve an authorization of a purchase order to US Concrete and Paving, Inc., for the construction of the Manvell Road, SE, Drainage Improvement Project, as presented.
