6:00 p.m. - 7:00 p.m. Parks & Recreation Master Plan - Our Plan to Play

BACKGROUND SUMMARY:
The Town has contracted with Kimley-Horn to conduct the Town’s first Parks & Recreation Master Plan. The Town is committed to prioritizing the longevity, access, safety, and opportunity of parklands and recreational facilities. This project will identify the needs of existing and future residents to elevate and improve open spaces, trails, and community gathering places.
Staff from the Parks and Recreation Department is managing this project, under the leadership of the Town Council and with strong input from and collaboration with community stakeholders.
OVERVIEW:
The upcoming Council work session will feature a presentation of the final draft of the Parks & Recreation Master Plan by Kimley-Horn. This final draft incorporates extensive input received throughout the entire Master Plan process from the public, Town Council, and staff. Council is invited to review and provide feedback that will help guide the completion of the plan ahead of final adoption.
Special attention is recommended for the section of the plan outlining Goals, Recommendations, Strategies, and the Action Plan, (beginning on approximately page 58) which collectively chart the course for the next decade of parks and recreation services in the Town.
The project team encourages Council to use this session as a final opportunity for dialogue and refinement. Previous reports shared at key milestones of the project remain available for reference and can be cross-referenced with the current materials.

NEXT STEPS:
Council is asked to provide final direction, comments, and clarifying questions during the work session. Any additional edits or revision requests may be submitted to the department by June 16 . The project team will then finalize the report for presentation and adoption at the July 7, 2025 Council meeting.
EXPECTED COMPLETION TIME FRAME:
Final adoption targeted for July 7, 2025
SUMMARY/STAFF IMPRESSIONS:
Staff have worked closely with the consultant throughout the Master Plan process. The recommendations align well with ongoing work to update the Town’s Comprehensive Plan. This alignment is intended to reduce redundancy and ensure that the Parks and Recreation Department is positioned for sustainable and measurable success. The plan was crafted with extensive feedback from the public, stakeholder groups, staff expertise, and input from the Council.

The Department of Parks & Recreation staff recommends that the Town Council use this work session as a final review and feedback platform to direct completion of the Parks & Recreation Master Plan, in preparation for adoption at the July 7 meeting.
