EXPLANATION AND SUMMARY

Navy Federal Credit Union (NFCU)’s headquarters, addressed at 820 Follin Lane SE, was constructed in three phases from the late 1970s through the 1990s and is currently undergoing modernization.  As part of this effort, NFCU proposes relocating the existing drive-through ATMs at HQ1 (820 Follin Lane, SE) across the street to HQ2 (1007 Electric Ave., SE) to accommodate a future building addition.

 

Per Sections 18-836.2E of the Town Code, the site plan requires review and recommendation by the Planning Commission before final approval by the Town Council.

 

Strategic Plan Initiative:

                     “Vienna as an Efficiently Mobile Community”

Goal: Ensure safe, efficient, accessible, and reliable multimodal transportation networks. “Identify and promote options that enhance the vehicular travel experience within Vienna.  The ATM design includes vehicle queuing that avoids on-site congestion and maintains safe circulation.

                     “Vienna as an Economically Prosperous Community”

Goal: Maintain a healthy balance of businesses and services that enhance quality of life and economic vitality. “Reduce commercial vacancies and increase commercial footprint. By supporting continued operations during headquarters expansion, NFCU’s ATM relocation maintains continuity of services and economic activity.

“Implement strategies that encourage residents to shop locally and regional citizens to visit-shop-dine in Vienna.  The ATM supports NFCU members, many of whom are local residents or visitors, facilitating access to financial services as part of their visit to Vienna.

Board or Commission of Interest:

                     Planning Commission reviewed the proposed site plan at its June 25, 2025, meeting and voted to recommend approval. 

                     The Board of Architectural Review reviewed the proposed site changes on June 12, 2025, and approved the materials proposed, pending Town Council approval of the site plan.

                     The Board of Zoning Appeals approved variances for the location and number of proposed ATM drive-through lanes on April 16, 2025.

 

Departmental Recommendation: Staff recommends approval of the proposed site plan as presented for the drive-through ATM facility.

 

Town Attorney Recommendation:  Pursuant to Virginia Code Section 18-836(8)B(iii), the Town Council must review and approve site plan modifications in the Corporate Park District zone.

 

 

Town Manager's Recommendation:  I recommend the Town Council approve the site plan as presented for the proposed drive-through ATMs at Navy Federal Credit Union located at 1007 Electric Avenue, S.E., as presented.
