Request approval for emergency sewer repair at Wolftrap Creek interceptor

EXPLANATION AND SUMMARY:
At the January 6, 2020 Town Council meeting, an agreement with Fairfax County was approved for inspection and potential repair of Piney Branch-Difficult Run trunk sewers, which includes the Wolftrap Creek interceptor. This work has been in progress, and, in late March 2020, Fairfax County alerted DPW that a section of the 21-inch sewer was in danger of collapsing and needed emergency repairs. This 21‐ inch gravity sewer serves the Town and portions of Fairfax County surrounding the Town, including the Tysons Corner business district. It is located inside Wolf Trap National Park for the Performing Arts’ property. DPW has been working with the National Park Service to obtain permits and waivers for this work.
Per the January 6, 2020 and December 16, 1963 agreements, the county is responsible for 63.19% of operation and maintenance costs while Vienna is responsible for 36.81% of costs. The Town of Vienna has ownership of the trunk sewers.
DPW has been working with a number of contractors to get crews mobilized to address this work. Despite it being an emergency, it has been difficult to get a contractor to commit to the work and get permission from the National Park Service to proceed. Under an emergency waiver, DPW has been able to get a contractor to commit to mobilize the week of September 21.
The work is anticipated to include lining approximately three line sections, or 700 linear feet, of 21‐inch sewer that has voids in the pipe wall caused by hydrogen sulfide corrosion, a large rock protruding through the top of the pipe, and root penetration through the pipe. Based upon discussions with the contractor, the cost is not expected to exceed $400,000 ($147,240 is Vienna’s share)
DPW is using Tri-State Utilities for this emergency repair and riding University of Virginia Contract# FM021914.
