DATE(S) OF PRIOR COUNCIL CONSIDERATION OF THIS ISSUE:

Jan. 12, 2022 - Council approved initial award of IFB 22-06 for provision and installation of water mains to Crown Construction Service, Inc., subject to annual renewals.

 

June 2, 2025 - Council authorized final annual renewal of IFB 22-06 and $2,500,000 in FY26 spending.

 

EXPLANATION AND SUMMARY

The Department of Public Works (DPW) is seeking Town Council approval to award Invitation for Bid (IFB) 26-11 to Sagres Construction Corporation (Primary) and Crown Construction Service, Inc. (Secondary) for provision and installation of water mains, and to authorize cumulative Fiscal Year 2027 spending on this contract in the amount of $2,500,000 on an as needed basis. 

 

As background, IFB 22-06 for recurring provision and installation of water main services expired on June 30, 2026, and this updated IFB 26-11 for provision and installation of water main services is the re-competed contract to provide these services in FY27.

 

Bids were received from six (6) vendors and Sagres Construction Corporation (Primary) and Crown Construction Services, Inc. (Secondary) were the lowest offerors with bid amounts of $2,885,035.00 and $3,015,430.00 respectively (Bids are based on the total sum of costs for notional quantities of all items listed in the bid table, and are not reflective of the requested $2.5M authorization).  Both Sagres Construction Corporation (Primary) and Crown Construction Services, Inc. (Secondary) have been determined to be responsive and responsible bidders and have met the specifications of the IFB.

 

Sagres Construction Corporation (Primary) and Crown Construction Services, Inc. (Secondary) will be utilized for improvements throughout the Town’s water service area, which include new water meter installation, repairs to aging infrastructure, and provisions to increase functionality of the Town’s water system.  The contract is being awarded to two offerors because the Town has established a goal to replace more water mains, starting with an increase to two miles in FY 2028.

Town Attorney Recommendation:  The Town has competitively bid the proposed contract for On Call Roadway Maintenance. The Town Council may award the proposed contract to the two lowest responsive and responsible bidders, and approve the proposed expenditure of funds in its discretion.

 

Town Manager's Recommendation:  I recommend the Town Council award an IFB for On Call Roadway Maintenance to Sagres Construction Corporation (Primary) and Crown Construction Services, Inc. (Secondary), as presented.
