EXPLANATION AND SUMMARY:

 

Request to approve increase in spending with Human Circuit for FY 22 riding VASCUP CONTRACT 7058821-10JC to cover the costs of maintenance support agreement for Cable Channel equipment at Town Hall and the Community Center and to procure additional charging stations and receivers to accommodate wireless goose neck microphones for Town Hall to be used for Conference and Work Sessions for Boards and Commisions.

 

Maintenance Support:

Phone Support

This support agreement includes onsite support during normal business operating days and hours (9a.m. to 5 p.m. ET Monday through Friday). If an onsite visit is necessary, a site visit will be scheduled based on the following parameters:

For CRITICAL system failures, where production stops or a production stop is considered imminent

(i.e. the system is unusable.) Human Circuit will dispatch an engineer as soon as possible but no later than one (1) business day.

For a NonCritical system failure, where production does not stop however performance is diminished (the system is usable.) Human Circuit will coordinate an onsite support visit with the ICAMS.

 

Remote Support

If allowed, and enabled by the network administrator, Human Circuit engineers can connect via VPN or hosted remote access to provide a faster response upon receiving a service request. Human Circuit can remotely reconfigure equipment, modify control systems, update software and verify that failover mechanisms are working.

 

Wirelss Micrphones Overview:

The Town of Vienna wants to use Community Center microphones in Town Hall in order to accommodate additional participants.  Four charging stations will be added in Town Hall (five charging stations total).  Two transceivers will be installed in Town Hall (three transceivers total). The charging stations have a “link” button that will pair the microphones to the transceivers.  An expansion module will be added to the DSP to accommodate sixteen additional microphones (twentyfour wireless microphones total).

 

Scope:

1.                     Install and configure four charging stations in Council conference room

2.                     Install two access point transceivers in Chamber

3.                     Install DSP expansion module in Council conference room rack

4.                     Install two audio network interfaces in Council conference room rack

5.                     Run cabling from access points in Chamber to Council conference room rack

6.                     Upgrade DSP firmware

7.                     Program DSP for 16 additional microphones

8.                     Test microphones in Town Hall and Community Center

 

This project will be funded by the PEG reserve fund balance and rather than general or capital project funds.

Departmental Recommendation:  This item is recommended for approval to increase system capacity to increase broadcast capability for the cable channel.

 

Finance Recommendation: Recommend approval.

 

Purchasing Recommendation: Recommend approval

 

Town Attorney Recommendation:  The Town may ride the VASCUP contract for the proposed purchase of Cable Channel equipment or solicit bids in the discretion of the Town Council.

 

Town Manager's Recommendation: I recommend the Town Council approve procurement upgrades as described for the Town of Vienna cable channel in an amount not to exceed $60,092.22, as presented.
