EXPLANATION AND SUMMARY:
Request for recommendations to the Town Council to convert six small lots into two equally sized lots, which would be accomplished through approval of the following three actions at 130 Wilmar Place NW:
1. Boundary line adjustment between lots 63 and 64 (0384 03 0063)
2. Lot consolidation of lots 61, 62, and 63 (0384 03 0061)
3. Lot consolidation of lots 64, 65, and part of 66 (0384 03 0063)
The sequence of actions to create the two 9,450-square-foot lots are as follows:
• First, adjust the parcel boundary line between lots 63 and 64, to allow for the coming two consolidations. The result will be that, temporarily, lot 63 would be 17.5 feet wide, and lot 64 would be 32.5 feet wide.
• Second, the lots on both sides of the newly created boundary between lots 63 and 64 would be consolidated (that is, the lot lines would be vacated), thereby creating the two new 9,450-square-foot lots.
All six lots are currently known as 130 Wilmar Place NW and are, together, utilized as a single lot with two tax parcel numbers, 0384 03 0061 and 0384 03 0063. These lots were created by the 1924 Wilmar Place Subdivision. Both proposed newly created lots will maintain frontage on Wilmar Place NW. The existing lots are zoned RS-10, Single-Unit Detached Residential, and the newly formed lots would retain that same zoning.
Per Section 18-606. - Board and Commissions, of Article 6 of the Zoning and Subdivision Ordinance, all lot modifications, boundary line adjustments, and subdivisions require the recommendation by the Planning Commission and final approval by the Town Council.
The two lots proposed within this application are not in compliance with the minimum requirements of Section 18-219 Residential - Single-Unit, 10,000 sq. ft. Zone (RS-10) of the Zoning and Subdivision Ordinance, because they are both smaller than 10,000 square feet. Article 7 Nonconformities allows the creation of non-conforming lots within subdivisions that were created prior to the Town of Vienna’s original zoning ordinance.

3. Consolidation of lots 64, 65, and part of 66 to create a second parcel of 9,450 square feet;
… As requested by the applicant, Sekas Homes, LTD, to create two lots with 9,450 square feet each, for the purposes of redeveloping two single-unit dwellings on the parcels known as 130 Wilmar Place NW, map numbers 0384 03 0061 and 0384 03 0063, in the RS-10 Residential - Single-Unit, 10,000 sq. ft. zone.
