Approval of VDOT Transportation Alternatives (TA) grant applications and resolutions

Sept. 16, 2019 – Town Council approved request to apply for VDOT Transportation Alternative grant funds for design and construction of the Ayr Hill Ave., NW, sidewalk, from Lawyers Road, NE, to Dominion Road, NE.
Oct. 25, 2021 – Town Council adopted the 2022 Capital Improvement Plan that included these projects.
Sept. 18, 2023 – Town Council adopted the 2024 Capital Improvement Plan that included these projects.
Oct. 2, 2023 – Town Council approved request to apply for Virginia Department of Transportation (VDOT) Transportation Alternative Program grant funds for design and construction Mashie Drive, SE, sidewalk, from Hine to Echols streets and in front of 203 and 205 Mashie Drive.
EXPLANATION AND SUMMARY:
The Department of Public Works (DPW) seeks Town Council approval to apply for grant applications and approve resolutions for each project as described in this report.
DPW staff has initiated transportation grant applications through VDOT’s FY 2027 Transportation Alternatives (TA) program. Both applications are for projects that have been previously initiated and are listed in the Town’s Capital Improvement Plan. Applications have been pre-screened by VDOT staff to ensure project scopes and estimates are valid. In order for applications to be officially re-submitted, each project requires a Council resolution that supports the applications and commits local matching funds.
Staff requests that Council consider the following projects for the VDOT Transportation Alternative Program:
- Ayr Hill Avenue, NW, sidewalk, from Lawyers Road, NE, to Dominion Road, NE
- Existing project
- 2022 and 2024 CIPs
- grant application previously submitted in 2019 and not selected
- $2,500,000 project cost
- $1,100,000 in TA grant funds, remainder NVTA 30 funds
- Mashie Drive, SE, sidewalk, from Hine to Echols and in front of 203 and 205 Mashie Drive.
- Existing project
- 2022 and 2024 CIPs
- grant application previously submitted in 2023 and not selected
- $3,300,000 project cost
- $2,500,000 in TA grant funds, remainder NVTA 30 funds
Attached are supporting materials as well as draft resolution documents.
Staff requests Council’s approval of these applications and resolutions.
Next Steps: If approved, DPW will submit the TA funding application for VDOT review and consideration.
Expected Completion Time Frame: If the applications are approved, DPW will return to Town Council to request design contract approval by early FY 2027, and construction is anticipated in 2030/2031.
