On Nov. 4, 2019, the Vienna Town Council approved the contract award for RFP 20-02, Environmental Professional Services, to Wood Environment & Infrastructure Solutions (WSP). The last contract option with WSP expired on June 30, 2024.


EXPLANATION AND SUMMARY:
The Department of Public Works (DPW) is seeking Town Council approval to award Request for Proposal (RFP) 24-16 to WSP USA Environment & Infrastructure, Inc. (WSP) for On-Call Environmental Services and to authorize an allocation of $200,000 for fiscal year 2025 services to be utilized on an as needed basis.
As background, the last contract option for Environmental Professional Services (RFP 20-02) expired on June 30, 2024 and RFP 24-16 is the re-competed contract to provide these services in FY25. Proposals were received from four (4) offerors. Three (3) Evaluation Committee members reviewed the proposals and the top two (2) companies, WSP USA Environment & Infrastructure, Inc., and Bowman Consulting Group Ltd., were interviewed. WSP was the top-ranked offeror and has been determined to meet all the requirements of the RFP. Negotiations were held and a rate schedule has been agreed upon.
WSP USA Environment & Infrastructure, Inc. will be utilized on an as needed basis to provide environmental services, engineering, and consulting for the Town's Water Resources Program. This contract will accomplish the objective of providing quality service and to assist the Town in maintaining its MS 4 permit and MS-4 Program Plan, meeting all requirements outlined by the Virginia Department of Environmental Quality, and assisting in the management of the Town's FEMA Flood Hazard Areas (SFHA).
Next Steps: Award IFB 24-16 for continuation of services in FY25.
