Capital Improvement Plan (CIP) Guidance (15 Minute Staff Presentation)

EXPLANATION AND SUMMARY:
This work session is intended to provide the Town Council with a concise overview of the Capital Improvement Program (CIP) process and outline expectations for the upcoming timeline leading to the June 8 CIP Work Session and the July 6 CIP Adoption.
Staff will briefly review the structure and purpose of the CIP, as well as key milestones in the development and adoption process. The goal is to ensure Council has a clear understanding of how input provided at this stage will shape the proposed CIP document presented later this summer.
This session is also an opportunity for Council to provide preliminary guidance to staff regarding priorities and expectations for the CIP. Feedback may include, but is not limited to, the addition or removal of projects, adjustments to project timing, or broader direction on capital investment priorities.
The Town most recently adopted a CIP covering fiscal years 2026 through 2042 in Fall 2025 and has already received funding proceeds for projects scheduled in FY2026. As such, this year’s CIP update is focused on planning and refinement rather than funding. No new borrowing is anticipated until the 2028 bond cycle.
Council’s input during this work session will play a critical role in shaping a CIP that reflects current priorities, aligns with long-term financial planning, and positions the Town for future capital investment decisions.
