BACKGROUND SUMMARY:

On September 9, 2024, the Town Council held a work session on the Council’s potential interest in amending zoning regulations to allow there to be Accessory Living (or Dwelling) Units within the Town of Vienna. The discussion was held in the context of the Council’s having set Housing Diversity as one of its priorities for calendar year 2024 and following two previous work sessions, held in May 2024, on the broader topic of Housing Diversity.

 

At the end of the September 9th work session, the Town Council asked that a follow-up work session be held, on September 23rd, for a discussion of the specific features of a potential ordinance. This work session provides that opportunity.

 

OVERVIEW:

Attachment 1 provides a decision tool, developed by staff and the Town Attorney, and informed by input from Council members, which can help guide the discussion. The intent is that, with sufficient guidance from the Town Council, staff and the Town Attorney can develop a draft of amendments to Chapter 18 - Zoning and Subdivision Ordinance that will reflect the Council’s wishes.

 

SUMMARY/STAFF IMPRESSIONS:

The Town Council indicated its desire to be able to adopt an ordinance of this nature before the end of calendar year 2024. Providing guidance on the questions in Attachment 1 will give staff and the Town Attorney the ability to bring back and ordinance for Council’s review and the opportunity to meet the deadline discussed.

 

RECOMMENDATION:

Staff proposes, as discussed on September 9th, that the Council focus on providing answers to key questions related to allowing ALUs in Vienna.
