May 1, 2023 - Town Council approved the 2023 ARPA Projects List, including funding for the design of Town Hall bathroom improvements

October 20, 2025 Town Council adopted the FY 2026 Capital Improvement Plan (CIP) which included this project.

EXPLANATION AND SUMMARY:

Request:
The Department of Public Works (DPW) requests Town Council approval to award IFB 26-14 to Capital Global Explorer Inc. in the amount of $247,310 for the construction of the Town Hall Bathroom Renovation project, plus 25% contingency, for a total authorization of $309,138.

The Department of Public Works (DPW) requests Town Council approval to award IFB 26-14 to Capital Global Explorer Inc. in the amount of $247,310 for the construction of the Town Hall Bathroom Renovation project, plus 25% contingency, for a total authorization of $309,138.

Discussion:
The Town Hall has six restrooms, two on each floor, that are outdated and in poor condition after many years of use. This project will replace and update the existing fixtures and finishes to improve the quality of the building environment for residents, visitors, and employees. The restrooms will receive new tile flooring, wall tile, paint, ceiling tiles, sinks, faucets, toilets, partitions, other fixtures, and related mechanical, electrical, and plumbing work for these new items.

The restrooms will be renovated to building code and currently have an adequate quantity of toilets and sinks to meet code requirements.
