Review of the draft 2026 Comprehensive Plan returned by the Town Council for Reconsideration

On October 26, 2026, the Town Council returned the Draft 2026 Comprehensive Plan to the Planning Commission for reconsideration under Virginia Code § 15.2-2227. The Council's agenda report and its attachments (Attachments 03, 04, and 05) serve as the Council's written statement of reasons.
Staff has prepared a revised draft (Attachment 01) that addresses the Council's guidance. It also includes corrections raised in public comments, the Virginia Department of Transportation (VDOT) review, and staff and department review. A summary of all changes since the Commission’s February 25, 2026 draft is provided as Attachment 08.
Under § 15.2-2227, the Commission has 60 days to reconsider the plan and resubmit it, with any changes, to the Town Council. Counting from October 26, 2026, that period ends December 25, 2026. Staff anticipates that the Commission will review the revised draft at this meeting and consider a recommendation to forward it to the Council at its December 9, 2026 meeting. The Commission’s separate revision of the strategies for an Implementation Plan is not subject to this deadline and will follow.
A staff memo (Attachment 02) provides the background, the Council's reasons for returning the draft, and how the revised draft responds to each item of Council guidance.
This item introduces the revised draft and walks the Commission through the Council's comments. No motion is requested at this meeting.
