PROPOSED - Memorandum of Understanding between and among the Mayor and Town Council Members and the Town Manager

Councilmember Brill has suggested that the Town Council should consider adopting a non-binding Memorandum of Understanding to address a concern about the length of the Town Council’s regular Meetings.  The proposed language for consideration would be as follows:

 

Memorandum of Understanding between and among the Mayor and Town Council Members and the Town Manager:

 

This is not a binding legal document, but an understanding between the Mayor and Town Council Members and the Town Manager of an aspirational goal.

 

Lengthy meetings disenfranchise residents who attend council meetings and those watching the proceedings online who need to leave to prepare for work the next day.

 

Therefore, every effort shall be taken to ensure the number of items on agenda will allow the Town Council to adequately deal with all items on a regular agenda within (2) hours.

 

When council meetings include public hearings, the goal should be that the total length of the meeting should not exceed three (3) hours.”

Town Attorney Recommendation: The Town Council may adopt a non-binding memorandum of understanding in its discretion. Such an MOU would not be binding or in conflict with the current Town Code provisions related to Town Council Procedures but would be aspirational.

 

Town Manager's Recommendation:  I recommend the Town Council approve the proposed Memorandum of Understanding, as presented.
