9/16/2019 - Council approved the VDOT revenue sharing funding application for the Church Street and East Street, NE, roundabout

10/23/23 - Council approval of the 2024 Capital Improvement Plan that included this project

5/6/2024 - Council approved the DPW to award a design contract to Rummel, Klepper & Kahl, LLP (RKK) in the amount of $379,129.00 for the Church Street and East Street, NE, roundabout project.

6/9/2024 - A work session presentation was provided to Council that included an overview of roundabouts, a presentation of the concept design, next steps, and discussion.

EXPLANATION AND SUMMARY:

The traffic analysis and conceptual design have been completed, and the Department of Public Works (DPW) is seeking a Town Council decision on whether to proceed into the full design stage of the Church Street and East Street, NE, roundabout project.

A work session for this project was held on June 9, 2024, and Town Councilmembers requested to vote on this decision at a regular Town Council meeting.

Background:
This intersection was initially considered for a roundabout in 2015 and was ultimately included in the adopted 2024 Capital Improvement Plan with the intent to more efficiently and safely manage pedestrian and vehicular traffic through this intersection. An all-way stop was implemented at this intersection in the spring of 2024, and on May 6, 2024, the Town Council approved the design contract that includes a traffic analysis, study of the intersection, conceptual design, and final design with full construction plans of the selected alternative.

Fifty percent of the project is funded by the VDOT Revenue Sharing program and the remaining 50% is approved for Northern Virginia Transportation Authority (NVTA) local funding. If Council approves DPW to proc...
