EXPLANATION AND SUMMARY:
The Town contracted with an independent consultant to perform a comprehensive water and sewer rate analysis to evaluate current and future operational and infrastructure funding needs. Based on the consultant's findings and recommendations, staff has proposed a 4.0 percent increase (Option 1) or a 1.0 percent increase (Option 2) to volumetric water and sewer rates to address rising operating costs and support increased investment in the replacement and maintenance of the Town's water main infrastructure.
A public hearing on the proposed rate adjustments was held on April 6, 2026. Under the proposed rates, the average residential customer using 12,000 gallons of water per quarter would see an estimated increase of approximately $15 per quarter, or $60 annually under Option 1. The average residential customer using 12,000 gallons of water per quarter would see an estimated increase of approximately $4 per quarter, or $16 annually under Option 2.
Water availability and meter purchase fees are proposed to increase by 2.0 to 3.0 percent, to match fees charged by Fairfax County. Consumption charges proposed for FY2026-27 are as follows:
