The Police Department would like to utilize Tyler Technologies to reconstruct its Dispatch and Records Management System.

EXPLANATION AND SUMMARY: As a result of a town wide computer incident the Vienna Police Department's dispatch and records management system was damaged. Tyler Technology is the current vendor of these systems and has a yearly maintenance agreement with the town. Development of the police dispatch and records management system by Tyler Technologies will be the most expeditious way to bring the systems back to full working conditions. This contract will include storing the system and records in the cloud environment. Funding will be a combination of $100,000 already budgeted for the maintenance of the systems and the remaining $248,000 (including contingency) coming from police seized asset funds.
Departmental Recommendation: Police Department recommends approval of the Tyler contract for dispatch and records management systems and cloud storage.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: The Town uses Tyler for other data systems and the proposed upgrade with enhance security features currently required. The Town Council may approve the proposed contracted services and appropriation of funds in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve payment to Tyler Technologies to reconstruct the Police Department Dispatch and Records Management Systems, as presented.
