DATE(S) OF PRIOR COUNCIL CONSIDERATION OF THIS ISSUE:

After multiple meetings in 2024 and 2025, the Town Council adopted a new Strategic Plan on September 29, 2025.

 

EXPLANATION AND SUMMARY

In early 2024, the Town Manager raised the concept with the then-new Town Council of updating Vienna’s Strategic Plan, which had last been adopted in 2019 and had a 5-year time frame (through 2023). The Town Council authorized moving forward on that project.

 

After many meetings and work sessions in 2024 and 2025, the Town Council approved a much-shortened version, as compared to the 2019 Strategic Plan, on September 29, 2025. The new document is provided as Attachment 1.

 

Upon approval, the Town Manager and the project manager, Director of Planning and Zoning David Levy, suggested that the Strategic Plan be brought back to the new Town Council in 2026 to determine whether that plan was still the vision of the new Town Council. Once the new Council endorses the plan, staff would then add implementation components to the plan.

 

The purpose of this presentation is to get feedback from the Town Council on the three options that staff views as potential options:

1.                     Move forward with the approved Strategic Plan, with no changes.

2.                     Schedule a Town Council work session to discuss any changes that it may wish to make.

3.                     Schedule a Town Council meeting for a vote to renew approval, with potential changes made through a motion.

 

Of course, the Town Council always has the option to choose a different pathway.

 

Town Manager's Recommendation:  I recommend the Town Council let me know what direction they want to take with the current Strategic Plan.
