9:00 P.M. - 10:00 P.M. STRATEGIC PLAN: UPDATED FRAMEWORK

BACKGROUND SUMMARY:
On February 12, 2025, the Town Council held a work session on a draft framework for the updated Strategic Plan. The draft framework built on work conducted in early 2024 by the Town Council, staff and the consultant James Patteson. The Town Council provided significant guidance at the February 12th work session, including desired edits.
As a reminder, the prior Strategic Plan had been approved in 2019 for a 5-year period, therefore expiring in 2023. The Town Council is now in the process of developing a new Strategic Plan. The Town Council has discussed that this vision should be valid for at least two years, providing each new Council the opportunity to revisit the Strategic Plan during its two-year term.
OVERVIEW:
Attachment 1 is the updated draft framework for the Strategic Plan. Staff has attempted to incorporate the comments provided by the Town Council. Changes include:
* Reducing the number of overall top-line goals, in part by combining previous categories.
* Ensuring that the strategies under each goal are not actions but are instead higher level.
* Incorporating innovation, environment and infrastructure into the Goals and Strategies.
* Reducing redundancies.
* Adding Vision, Mission and Values (the Vienna Way) into the document. These are similar to what you viewed in 2024.
* Additional minor edits.
Staff looks forward to additional comments and guidance from the Town Council. The process presented at the February 12th work session has been updated to reflect the Town Council comments. It includes:
* Taking the updated framework to key boards and commissions for their input.
* Bring back their comments to the Town Council for any updates.
An important discussion point for the work session is how much detail the Town Council would like to see in this document. The last Strategic Plan included more than 200 intended actions for the 5-year period. Town ...
