Update of Electronic Participation Resolution for Town Council

EXPLANATION AND SUMMARY: Virginia Code Section 18.2-3708.2 permits the Town Council to adopt a policy to permit limited electronic participation by the members of the Town Council. In 2017, the Town Council adopted such a resolution, and the General Assembly has subsequently amended 18.2-3708.2 to expand electronic participation in the event a family member’s medical condition requires the public body member to provide for the family member’s care. This update was incorporated by the Town Council in July of 2021. During the fall 2021 General Assembly Special Session, additional amendments were made to permit a greater number of meetings where electronic participation is permitted. The proposed Resolution would update the Town Council’s Resolution to incorporate the recent update.

Town Attorney Recommendation: Pursuant to Virginia Code Section 18.2-3708.2, the Vienna Town Council may adopt a policy to permit limited electronic participation by the members of the Town Council. The proposed Resolution is an update to the Resolution adopted by the Town Council in in July of 2021. The Town Council may adopt the proposed Resolution in its discretion.
