EXPLANATION AND SUMMARY:
At present, the property lines of Glyndon Park do not follow the edge of Glyndon Street, NE, as would be expected on that side of the park. The road crosses through property that is now designated as parkland; and a corner of the existing park is shown as the right-of-way for the road. Staff recommends a lot line adjustment to rectify the right-of-way boundary for the existing roadway on Glyndon Street, NE, between Ayr Hill and Jean Place, along the Glyndon Park frontage.

This issue was raised during discussions with the Department of Public Works staff who have been working with a consultant to address drainage issues in the 300 block of Glyndon Street, NE. Regardless of the proposed construction project, staff recommends rectifying the lot line issues to clarify the limits of the road right-of-way and parkland.

Staff fully expects that, soon after this action is completed, the construction will move forward. The construction will be based on a site plan for the newly defined park boundaries, meaning that the existing site plan will need to be changed. The Town Code requires that the Town Council review and approve any site plan changes to property zoned PR Parks and Recreation, after receiving a report and recommendation from the Planning Commission. Section 18-836.9 also requires public hearings with both the Planning Commission and Town Council.

Currently, the application before the Town Council for review is strictly for the lot-line adjustment. Any proposed site plan changes will be brought forward at a future public hearing.
