Determination of whether the project to build a new library and parking garage at 101 Maple Avenue East conforms with the adopted Comprehensive Plan, as required by §15.2-2232 of the Code of Virginia.

Body

This item is the first of two related to the proposed development of a new library and parking garage at 101 Maple Avenue East in Vienna. This project will replace the existing Patrick Henry Library and surface parking lot. The new library is a project of Fairfax County government. The parking garage will serve the library, transit commuters, bicycle commuters and other central Vienna activities along Maple Avenue, Church Street, Center Street and other nearby areas of town. The Town of Vienna is a financial contributor to the construction of the parking garage, as it will serve Vienna needs beyond the library service.

 

This first item addresses a Virginia requirement for any public building - conformance with the locality’s Comprehensive Plan. This is one of the few topics over which the Planning Commission has decision authority. Attachment 1 is the staff memorandum, which provides a more-detailed discussion of the topic. The additional attachments provide supporting material for the review and discussion.

 

The second item, which is presented in a separate report, will address modifications that Fairfax County is requesting from the Town of Vienna.

“In accordance with Section 15.2-2232 of the Code of Virginia, I move to find that the proposed library and parking garage to be located at 101 Maple Ave E is substantially in accord with the Town of Vienna Comprehensive Plan.”
